Principal Government Property Management Specialist (Full-time Remote)

This position is responsible for all applicable Contractor Outcomes of the Government Property Control System, including the issuance of required reports concerning government-owned property from its receipt at the company to its final disposition after contract completion or termination. Position includes self-audit and support of the Governments annual survey of the Government Property Control System. Acts as a liaison with internal and external customers to resolve government property issues. This role will be performed in a full-time remote capacity, with the incumbent spending a majority of their time either at home or an alternate work space. While this will be full-time remote, the team has a strong preference that this individual would reside within the greater Southern New Hampshire / Northern Massachusetts region.

Primary Duties and Responsibilities:

  • Develop process and procedures for performing Self Assessments across the ES Sites to determine process control and measurements of all Government Property outcomes. Prepare reports and risk determinations. Work root cause and corrective actions for business unit deficiencies.
  • Lead coordination efforts with the other Business unit Government Property Managers within the sector to ensure coordination of deliverables to DCMA or other US government agency property administrators.
  • Maintain auditable records of government-owned property located at the facilities and associated vendor/subcontractor facilities. Ensure that the records include authority to have the property and an audit trail of receipt, inspection, cost, classification, periodic inventory, maintenance, and final disposition.
  • Assist in all phases of the Governments survey of ES sites Government Property Control System. Assures that deficiencies noted during the survey are immediately addressed by informing the responsible supervisors of the problem, recommending solutions and assisting in the correction of the deficiencies.
  • Provides work status to manager on an established basis.
  • Responsible for detailed review tasks for specific government property elements.
  • Responsible for resolving complex systems problems. Analyze current practices for deficiencies and determines potential corrective action. Develop strategies, testing and analysis methods for more complex problems with limited guidance from management. Develops practical and economic solutions to property problems with high complexity in compliance with given requirements.
  • Responsible for preparing presentations for internal/external peers, and customers.
  • Demonstrates independence in establishing Property requirements from regulations.
  • Demonstrated ability to develop complex to highly complex self-assessments to validate our system effectiveness.
  • Develop practical and simple solutions for property classification, disposition and screening issues.
  • Demonstrated ability to use customer systems.
  • Direct interface with Government agencies on Government Property Audits, transfers, closeouts, inventories and other inquires for all cognizant prime and subcontracts.
  • Maintains up-to-date knowledge of relevant discipline(s), industry practices, trends, and applications.
  • Direct the work of less senior personnel.
  • Maintains a safe work environment and ensures compliance with safety objectives and policies.

Required Education, Experience, & Skills:

  • Bachelors degree and 4 years of professional work experience; OR Masters degree and 2 years of professional work experience; OR an equivalent of 10 years of directly applicable work experience as a Property Administrator.
  • Solid working knowledge of FAR part 45 - 52.245, DFARS part 245 and 252.211 and the other contract clauses dealing with government property.
  • Writing skills must be adequate to write procedures implementing FAR/DFARS changes and make the necessary reports and correspondence.
  • Excellent interpersonal and influencing skills to interface with government representatives and internal departments.
  • Ability to communicate effectively both orally and in writing.
  • Good planning, time management and organization skills.
  • Sound interpersonal skills used when interfacing, coordinating, and negotiating with Company personnel, customers, and suppliers.
  • Ability to use computers to prepare appropriate reports and documents.
  • Proficiency in use of word processing, spreadsheet, and database development programs (such as Word, Excel, Business Objects, and Access).
  • Ability to make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
  • Ability to develop/demonstrate research and presentation skills.

Preferred Education, Experience, & Skills:

  • National Property Management Association (NPMA) membership and certification as a Certified Professional Property Manager (CPPA)

Pay Information:

Full-Time Salary Range: $99410 - $168997
